Job summary

State of West Virginia is seeking a GIS DBA 2 to lead the OEHS/GISTA GIS and technical applications team. You will supervise the GIS staff, oversee project planning, and manage GIS databases, servers, and applications to ensure policy-aligned technical capabilities.

You will drive development, automation, and training using ASP.NET Core, JavaScript, and Python, while enforcing data standards and supporting hydraulic modeling and complex geospatial workflows.

Qualifications

• Bachelor's degree in GIS or computer science, geology, geography, natural or earth sciences, forestry, planning, engineering, engineering technology, mathematics, or related field.
• Four years of full-time or equivalent part-time paid experience in GIS design, implementation and management.
• Master's degree or doctorate may substitute for two years of experience.

Responsibilities

• Leads the GIS team and subordinate staff.
• Oversees project planning and ensures GIS operations align with organizational goals.
• Manages GIS lifecycle, including servers, databases, and desktop applications; handles hardware provisioning, software installation, patching, upgrades; administers ArcGIS Enterprise and SQL Server environments.
• Leads GIS enhancements and web app development using ASP.NET Core and JavaScript; uses Python to automate workflows; trains staff in RDBMS and software development frameworks.
