Job summary

The State of West Virginia is seeking a GIS DBA 2 to lead the OEHS/GISTA GIS and technical applications team, overseeing GIS databases, servers, and related applications. You will drive data standards, QA/QC, and translation workflows while guiding staff in RDBMS concepts and software development.

Qualifications

• Bachelor's degree with six semester hours in computer science or GIS from an accredited college or university.
• Four years of full-time or equivalent experience in GIS design, implementation and management, including database management.
• Master's degree or doctorate may substitute for two years of the required experience.

Responsibilities

• Leads the GIS and technical applications team; supervises staff and oversees project planning.
• Manages the full GIS lifecycle including servers, databases, desktop applications, hardware provisioning, software installation, patching, and upgrades; administers ArcGIS Enterprise and Microsoft SQL Server focusing on performance, security, and disaster recovery.
• Leads GIS enhancements and web application development using ASP.NET Core and JavaScript; uses Python to automate complex workflows and system tasks; provides staff training in RDBMS and software development frameworks (server-side and client-side).
• Oversees QA/QC, data loading, and translation workflows; executes hydraulic modeling and geospatial layer translation.
• Serves as primary technical liaison between GIS, engineering, IT, and regulatory teams; translates complex technical concepts for management and diverse stakeholders.
