Culmen International is seeking a Senior Full-Stack Engineer to support secure, mission-ready software development for USPACOM J32 targeting and mission-planning workflows. Must be located in the Honolulu area and able to commute onsite to Camp H.M.

Qualifications

• 7+ years of professional full-stack software engineering experience delivering complex, data-intensive applications.
• Experience with front-end frameworks, backend services, RESTful APIs, and automated testing.
• Experience building workflow, mission-planning, decision-support, command-and-control, or operational intelligence apps.
• Ability to translate complex operational processes into usable software.
• Familiarity with data provenance, audit logging, workflow state management, access controls.

Responsibilities

• Design, build, and field secure, mission-ready software supporting USPACOM J32 targeting workflows.
• Develop operator-facing applications for Target-Effect Pairing (TEP), including ranked recommendations and explanations.
• Build backend services for workflow orchestration, recommendation processing, review and adjudication, and force-assignment support.
• Translate SME input into intuitive workflows supporting Phase 3–4 operations.
• Implement human-machine teaming controls preserving human authority over government decisions.
• Create auditable software recording data versions, history, actions, timestamps, and rationale.
• Integrate with Government systems via secure APIs and event-driven patterns.
• Build interfaces communicating inventory constraints, timing, limitations, and recommended steps.
• Develop resilient services for single-target or multi-target planning in varied conditions.
• Implement role-based and attribute-based access controls, secure communications, and tamper-evident audits.
• Create automated tests for unit, integration, regression, performance, and security.
• Collaborate with J32 operators, SMEs, data engineers, security teams, and system owners.
• Participate in sprint planning, demonstrations, reviews, and fielding activities in Government environments.
• Produce maintainable code, API docs, architecture decisions, release notes, and transition materials.
