Role: Reporting to the Banks Fraud & Identity Theft Manager, this individual will be responsible for leading complex fraud investigations, ensuring investigative quality, and providing oversight, guidance and training to analysts, investigators and specialists.
This position is vital to the bank’s fraud risk management framework, helping to detect, investigate, and mitigate financial fraud while ensuring compliance with the Bank Secrecy Act (BSA), USA PATRIOT Act, OFAC requirements, FinCen SAR Reporting requirements, internal fraud prevention policies and federal, and state laws. The Fraud Lead works closely with stakeholders across the organization to escalate and address fraud threats, implement prevention strategies, and contribute to the continuous improvement of fraud detection tools and procedures.
Responsibilities:
- Lead and conduct thorough investigations into suspected or confirmed fraud cases, including complex schemes involving account takeover, identity theft, wire fraud, check fraud, digital/fintech payment fraud and other financial schemes.
- Review escalated alerts, internal and external referrals to determine if activity is potentially fraudulent and warrants a case investigation or SAR filing.
- Ensure investigations are comprehensive, accurate, and conducted in line with internal policies, regulatory expectations, and industry best practices.
- Conduct fraud case evaluations to determine the need for Suspicious Activity Report filings, ensuring thorough documentation, risk assessment, and justification, while maintaining organized and comprehensive supporting investigative records.
- Draft, review, and submit SARs in accordance with FinCEN guidelines and filing timelines, ensuring quality and accuracy in all submissions.
- Analyze cases and data to identify emerging fraud patterns and recommend improvements to detection rules, workflows, and controls. Stay current on fraud trends to enhance monitoring and prevention effectiveness.
- Participate in system tuning, fraud logic testing, and risk assessments related to fraud systems and processes.
- Support the FCC quality control process by assisting the Fraud team in addressing quality control findings by making necessary adjustments and providing additional training.
- Assist Fraud Manager in responding to internal audits, regulatory exams, law enforcement inquiries and special projects, including preparation of documents, case evidence and process and procedure documentation.
- Assist Fraud Manger in preparation of fraud loss and metrics reporting for management and board.
- Maintain expertise in fraud laws, regulations, and best practices while staying updated on emerging threats, typologies, and advancements in detection technology.
- Support Fraud Manager with collaborating cross-functionally with Compliance, Risk, Operations, IT, and other departments to support enterprise-wide fraud mitigation initiatives.
- Serve as a subject matter expert and escalation point for fraud investigators, analysts and specialists.
- Provide coaching, guidance, and feedback to team members to support investigative development and knowledge of fraud typologies.
- Assist in onboarding and training new team members on policies and procedures, fraud detection tools, investigative processes, and fraud risk controls.
- Assist bank partners with fraud matters and as a resource.
- Preparing and training bank staff on fraud awareness, detection, and prevention methods.
- Adheres to all Federal and State laws and regulations, including the Bank Secrecy Act.
Requirements:
- Bachelor’s degree in finance, Criminal Justice, Business, or a related field or equivalent experience.
- 5+ years of experience in Financial Crimes, Fraud and BSA/AML investigations within a banking environment.
- Professional Certification (CFE, CFCI, CFCS, CAMS, or other compliance certification), is strongly preferred.
- Experience with FinTech, BaaS all cannabis banking, is strongly preferred.
- Proficiency with Fraud and AML case management and transaction monitoring systems.
- Strong working knowledge of Fraud, BSA, AML, OFAC, FinCEN guidance, and regulatory expectations
