Job summary

AlphaX RE Capital seeks a Senior Forward Planning Manager to lead entitlement, zoning, and land-use for multi-phase real estate developments. You will coordinate across acquisitions, design, and construction, guiding projects from due diligence and land purchase through discretionary approvals, environmental clearances, and permitting.

The role requires 6–8+ years in land entitlement or real estate development with strong CEQA knowledge and experience in the Silicon Valley/Bay Area markets.

Qualifications

• Bachelor’s degree in Urban Planning, Real Estate, Architecture, Civil Engineering, or a related field.
• 6–8+ years of progressive experience in land entitlement, forward planning, or real estate development.
• Direct experience obtaining discretionary approvals in the San Francisco Bay Area (Silicon Valley / South Bay / Peninsula markets strongly preferred).
• Strong technical working knowledge of CEQA, local general plans, zoning codes, and California land-use laws.

Responsibilities

• End-to-End Entitlement Leadership: Lead the strategy, submission, and processing of complex land-use applications, conditional use permits, rezonings, and site plan approvals.
• Regulatory & Environmental Oversight: Navigate California environmental compliance (CEQA) and state housing legislation (Density Bonus, SB 330) to de-risk development timelines.
• Municipal & Community Relations: Serve as the primary representative in public hearings, neighborhood outreach meetings, and direct negotiations with municipal staff and planning commissions.
• Financial & Schedule Governance: Partner with internal investment and development teams to build and manage project pro formas, entitlement budgets, and critical path schedules.
• Consultant Management: Select, negotiate contracts with, and manage external land-use attorneys, civil engineers, architects, and environmental consultants to ensure deliverable quality and deadline adherence.

ROLE SUMMARY

This position is employed by AL Homes Inc., a subsidiary of AlphaX RE Capital. The Senior Forward Planning Manager leads and executes the entitlement, zoning, and land-use process for multi-phase real estate development projects. Working cross-functionally across acquisitions, design, and construction, this role drives projects from initial due diligence and land acquisition through discretionary approvals, environmental clearances, and final permitting.

The expected salary range for this position is $110,000 to $150,000 per year. The actual salary offer will be determined based on the successful candidate's geographic location, relevant experience, and specific skill sets, in accordance with California laws.
