Job summary

ICI Services is seeking a Senior Foreign Military Sales (FMS) Financial Systems Analyst to support NAVSEA under the PEO IWS BFM contract. The role is in Crystal City, Virginia, with a hybrid schedule (three days in office, two remote).

The ideal candidate will apply SAMM, manage Navy FMS finances, and work with N-ERP systems to develop spend plans and LOA/updates while ensuring compliance with DoD policies and LOA timelines.

Qualifications

• Seven+ years in Security Assistance management and financial policy.
• Experience with Navy financial systems and FMS funding processes.
• Knowledge of LOA, P&A, and FMS case administration.

Responsibilities

• Oversee metrics tracking and status reporting for multi-country programs.
• Provide guidance on FMS financial management policies and regulations.
• Develop and monitor spend plans and LOA budgets.
• Ensure programs align with LOA requirements and payment schedules.
• Support funding execution for FMS, BPC, and FMF programs.
