Job summary

Consor in Houston, TX seeks a Flood Control Construction Manager to lead large-scale earthwork, drainage, detention basins, and channel improvements. You will oversee contractor operations, review submittals, and ensure safety, quality, and regulatory compliance.

This field role requires a Texas PE, 8+ years in heavy civil or TxDOT-related projects, strong hydrology and project controls, and ability to coordinate with clients and agencies.

Qualifications

• Bachelor's degree in Civil Engineering or related field.
• Licensed PE in Texas.
• 8+ years of progressively responsible heavy civil/construction experience.
• Experience with flood control, drainage, detention basins, and TxDOT-related projects.
• Strong knowledge of hydrology, hydraulics, grading, and erosion control.
• Ability to interpret plans, specs, geotechnical reports, and contract documents.
• Experience with scheduling, cost control, QA/QC, and risk management.
• Excellent communication and stakeholder management skills.

Responsibilities

• Lead flood control construction projects from pre-construction through closeout.
• Direct contractor activities to ensure compliance with plans, specs, permits, and contracts.
• Serve as field representative for engineering decisions and problem solving.
• Monitor schedule, budget, quality, safety, and risk; implement mitigations.
• Review RFIs, submittals, change orders, and payment applications.
• Coordinate with clients, regulators, utilities, contractors, and stakeholders.
• Conduct field inspections and verify conformance with design documents.
• Prepare status reports for management and client review.
