Job summary

County of York is seeking an experienced fiscal administrator to manage the financial operations of a major DHS program. You will oversee budgeting, reporting, and revenue claiming to maximize funds for the department.

The role involves coordinating audits, supervising a small team, and ensuring compliance with state and federal requirements while partnering with other county offices and external agencies.

Qualifications

• Bachelor’s degree including six accounting credits and three years of accounting/budgetary experience; or an Associate’s degree with six accounting credits and five years’ experience; or one year as Fiscal Officer 2; or an equivalent combination.
• Knowledge of human services fiscal administration.
• Knowledge of accounting principles and procedures.
• Knowledge of auditing, cost accounting and reconciliation.
• Knowledge of electronic data processing in fiscal operations.
• Knowledge of human services/child welfare program planning and operations as it relates to fiscal management.
• Knowledge of modern office management methods.
• Ability to forecast budgets and analyze trends.
• Ability to supervise and develop staff.
• Ability to communicate effectively, orally and in writing.
• Ability to interpret complex and changing DHS fiscal policies.

Responsibilities

• Oversee fiscal management of a major program (> $70M) for the County.
• Understand rules and claiming requirements and shape plans to maximize revenue.
• Perform financial and client accounting and reporting functions for the agency.
• Prepare required quarterly financial and client accounting reports, expenditure invoices and revenue invoices for agency and Juvenile Probation.
• Oversee annual budget preparation including the state needs-based plan and county budget.
• Establish and maintain agency fiscal procedures and monitors for compliance.
• Facilitate annual county single audit and other reviews; provide required details to auditors.
• Directly supervise approximately 3 staff members and payroll data submission.
• Coordinate with county departments and external partners to support funding access.
• Perform other duties as assigned.
