Purpose of the Role

The upcoming World Bank Third Party Monitoring Consultant (TPMC) Services will perform monitoring services in Environmental and Social Framework (ESF), procurement, and financial management. This includes verifying that the projects’ financial management and procurement arrangements comply with World Bank requirements, and that the physical implementation of projects aligns with signed contracts and approved ESF instruments, which are prepared based on the World Bank ESF and relevant laws and regulations of Ukraine.

Summary of Responsibilities

• Monitor project accounts and records, ensuring the timely and reliable generation of Statements of Expenditures and Interim Un-Audited Financial Reports that reconcile with the World Bank’s records.
• Review withdrawal applications and SOEs submitted by implementing entities or procurement/fiduciary agents (e.g., UNOPS) on a sample basis.
• Ensure internal controls are properly applied and that applications and SOEs follow loan/grant agreements and eligibility criteria.
• Review bank reconciliation statements, including for Designated Accounts, and follow up on outstanding items.
• Identify red flags indicating possible fraud or corruption in projects.
• Provide additional input or review documentation at the Bank’s request.

Required Experience

• Bachelor’s degree in accounting, finance, business administration, or a related field, with at least 10 years of experience.
• Proven analytical skills and experience in financial management within the public sector, especially with multinationals and international organizations.
• Experience with similar projects and environments; prior experience with the World Bank or other IFIs is a plus.
• Relevant work experience in Ukraine, Moldova, or the surrounding region.
• Excellent communication and writing skills.
• Proficiency in MS Word, Excel, Microsoft Project, data management, and web research tools.
• Fluency in Ukrainian and excellent English skills.
