Job summary

NATO in Norfolk, Connecticut seeks a senior Financial Controller to lead ACT's BUDFIN and deliver budgeting, accounting, treasury and procurement guidance across HQ and subordinate offices.

You will oversee international funds, ensure IPSAS compliance, and represent ACT in the Budget Committee, Investment Committee and RPPB. The role requires a university degree in finance with 15+ years of budgeting/financial management and strong leadership skills.

Qualifications

• University degree in finance or related field, with extensive budgeting/financial management experience.
• Experience with IPSAS and international funds.
• Ability to travel extensively and operate in a multi-national setting.
• Strong presentation and communication abilities.

Responsibilities

• Act as principal financial advisor to ACT leadership on budgeting, accounting, treasury and related financial matters.
• Represent ACT in the Budget Committee (BC), Investment Committee (IC) and Resource Policy and Planning Board (RPPB).
• Direct the ACT BUDFIN office, delivering budgeting, accounting, treasury and procurement policies and procedures.
• Oversee ACT procurement activities and provide support to ACT HQs and programmes.
• Maintain accounting data in accordance with International Public Sector Accounting Standards (IPSAS).
• Lead the preparation, justification and defense of ACT budgets.
