Job summary

PBG is seeking an experienced finance professional in Washington, DC region to support budget formulation, planning, and execution for federal projects. The role focuses on developing spend plans, templates, and dashboards, while mentoring junior staff and ensuring compliance with government requirements.

The ideal candidate will have 5+ years in budget analysis, PMP/CTBME certifications, and strong Excel/Power BI skills, with the ability to work in a hybrid setting.

Qualifications

  • Bachelor’s degree in Finance, Business, or related field.
  • 5+ years of budget formulation, analysis, and execution experience.
  • PMP Certification and CTBME Certification required.
  • Proficiency in MS Office, including pivot tables and Power BI.

Responsibilities

  • Assist the financial management/budget team in budget formulation, planning, and execution.
  • Assist in developing the yearly Spend Plan.
  • Prepare budget templates and gather estimates from all components; ensure accuracy.
  • Identify process improvements in financial management and mentor staff.
  • Lead Budget Formulation activities (BRR, Justification).
  • Train junior staff and oversee submissions to government staff.
  • Monitor budget dashboards and reporting tools such as Spend Plan and summaries.
  • Design and maintain Excel, Access, SharePoint, Power BI for budgeting and execution.

Job description

Candidates must possess an active Secret clearance or be able to obtain and maintain a Secret clearance as a condition of employment.

Work Location: Hybrid – 3 days per week onsite at the client site in Washington, DC, or at PBG’s office in McLean, VA.

Key Responsibilities
  • Assist the financial management/budget team in integrating all tasks related to budget formulation, planning, and execution.
  • Assist in the development of the yearly Spend Plan.
  • Prepare budget formulation templates; gathers budget estimates and requirements from all components of the client organization; examines budget estimates for completeness, accuracy, and conformance with procedures and regulations.
  • Identifies areas for improvement in financial management processes and the team’s deliverables and provides mentoring and appropriate one-on-one training.
  • Lead the preparation of Budget Formulation activities (BRR, Justification, etc.).
  • Train junior staff in their task responsibilities; and schedules, evaluates, quality check their work for submission to the government staff.
  • Monitor the development and maintenance of budget visualization tools, like the Spend Plan Dashboard and Budget Formulation Summary Presentations.
  • Designs, builds, maintains, repairs and modifies Excel, Access, SharePoint, Power BI, and other applications for budget formulation and execution planning, tracking, monitoring, analysis and reporting according to government contract requirements.
  • Evaluate budget processes and execution to identify and implement efficient solutions and improvements.
  • Prepare and provide briefings on the status of accounts, financial trends and potential problem areas to leadership.
  • Oversee the preparation of responses to internal and external financial and budget inquiries.
  • Work directly with the Government Budget Team Lead to receive, analyze clarify instructions and requirements and schedule taskings by formulation and executes tasks accordingly.
Required Qualifications
  • Bachelor’s degree in Finance, Business, or other related field.
  • 5+ years of related experience and with budget formulation, analysis, and evaluation of execution.
  • Project Management Professional (PMP) Certification.
  • Certified Technology Business Management Executive (CTBME) Certification.
  • Managing and tailoring Excel spreadsheets, including developing PowerPoint presentations.
  • Proficiency in the Microsoft Office suite particularly MS Word, MS PowerPoint, and MS Excel including expertise with pivot tables (using and building).
  • Experience in tracking budget and activities for a product/project portfolio.
  • Experience with Planning, Programming, Budget, and Execution (PPBE) budget cycle activities, including Congressional Notifications, Continuous Resolutions, and Passback.
  • Experience using complex financial management systems or other federal financial management systems.
  • Experience in building dashboards using Power BI or other financial management systems.
  • Proven experience in communications planning and execution.
  • Ability to obtain a SECRET clearance.
