Job summary

SAIC seeks a Senior Financial Analyst to support the Chief Digital and Artificial Intelligence Office portfolio within the OUSW(R&E) Resources Directorate in Alexandria, VA. The role emphasizes PPBE, budget execution, and acquisition processes at the DoW or Service Component level, using the DAI system.

We require a strong background in DoW financial systems, program budgeting, and cross-functional collaboration to meet timelines and deliverables for R&E initiatives.

Qualifications

• Bachelor's degree in accounting, business management, or finance; 10+ years of related experience or Masters with 8+ years experience.

Responsibilities

• Assist in developing the Program Objectives Memorandum (POM) and Budget Estimate Submission for R&E.
• Manage internal R&E budget reviews and change/budget proposals; coordinate budget entries in Excel and supporting databases; prepare budget justification materials (R-Forms, P-Forms).
• Monitor DoW program execution; process funding documentation; track obligations and disbursements.
• Prepare DoW PPBE documentation including R&D Descriptive Summaries and Issue Papers; support Program Decision Memorandum.
• Process budgetary actions in the DAI system and related databases.
• Identify baseline financial processes and design improved financial procedures.
• Prepare analyses of program effectiveness and budget trends for leadership review.
• Develop briefing materials for DoW leadership and the annual/ Mid-Year reviews.
• Coordinate in budget data calls and audit readiness activities.
