Job summary

The State of Ohio, Ohio Department of Agriculture, Reynoldsburg, is seeking a Senior Financial Analyst to support purchasing, contracts, payroll, and financial reporting within the Office of Fiscal Administration. You will coordinate with divisions, manage OhioBuys activities, and ensure compliance with policy.

Ideal candidates have accounting/finance training or experience and strong spreadsheet skills, with a collaborative, detail-oriented approach to budget and procurement processes.

Qualifications

• 42 months experience or 42 months training in accounting &/or finance to include an advanced level of experience in spreadsheet software.
• Undergraduate core program in business administration, accounting, finance or related field; 18 months experience or 18 months training in accounting &/or finance to include an advanced level of experience in spreadsheet software.
• Graduate core program in business administration, accounting, finance or related field; 6 months experience or 6 months training in accounting &/or finance to include an advanced level of experience in spreadsheet software.
• 12 months experience as Financial Analyst, 66562.
• Equivalent of Minimum Class Qualifications for Employment noted above.

Responsibilities

• As a lead worker, prepare, solicit & evaluate purchasing and contracting proposals within the OhioBuys e-procurement and purchasing system.
• Work with program office and division subject matter experts to write product specifications, contract scope of work, pricing matrices and terms and conditions for solicitations that include non-customary goods and services with multiple- complex attributes.
• Assist in completing Request-to-Purchase process and acts as liaison with Ohio Department of Administrative Services and divisions.
• In OhioBuys determine the appropriate solicitation type and create sourcing projects.
• Set start and ending dates, add scope of work documents, route for approval and confirm public release of solicitations.
• Respond to supplier inquiries. Validate that supplier proposals meet requirements.
• Score proposals, review cost estimates and bid amounts and make the award in OhioBuys.
• Advise and coordinate with division and Legal Office during contract lifecycle.

The Office of Fiscal Administration is responsible for capital and operating budgets, purchasing, payables and revenue transactions, state and federal financial reporting and several other financial and support functions.

Job Description

What You’ll Do:

This responsibilities of this role include:

• As a lead worker, prepare, solicit & evaluate purchasing and contracting proposals within the OhioBuys e-procurement and purchasing system. Provide work direction and training to other OhioBuys users within the Department.
• Work with program office and division subject matter experts to write product specifications, contract scope of work, pricing matrices and terms and conditions for solicitations that include non-customary goods and services with multiple- complex attributes. Write criteria to evaluate proposals.
• Assist in completing Request-to-Purchase process and acts as liaison with Ohio Department of Administrative Services and divisions.
• In OhioBuys determine the appropriate solicitation type and create sourcing projects. Set start and ending dates, add scope of work documents, route for approval and confirm public release of solicitations.
• Respond to supplier inquiries. Validate that supplier proposals meet requirements. Score proposals, review cost estimates and bid amounts and make the award in OhioBuys.
• Advise and coordinate with division and Legal Office during contract lifecycle. Add completed contracts to OhioBuys and route for approvals. Create requisitions and purchase orders. Monitor suppliers’ spend against Controlling board thresholds and prepare Controlling Board requests.
• Work independently to coordinate bi-weekly timecard and payroll processing. Run and review payroll reports to ensure all timecards are complete, approved and comply with policy. Works independently within payroll system (e.g., UKG, OAKS HCM) to run reports and reconcile data.
• Complete other duties as assigned including processing payment card transactions, vouchers, ISTVs, revenues, inventory transactions, mail and petty cash.

This position shall be filled in accordance with the provisions of the OCSEA Collective Bargaining Agreement. ODA bargaining unit members have selection rights before non-bargaining unit members. All other applications will only be considered if an internal bargaining unit applicant is not selected for this position.
