Job summary

CTI and Associates, Inc. is seeking a Sr. Subcontracts Specialist to lead cradle-to-grave subcontract formation and administration within a Tier-1 federal prime contracting environment.

The role requires a bachelor's degree and at least 6 years of federal subcontract experience, with strong FAR/DEAR knowledge. You will collaborate with Program Management to ensure compliance, manage reporting, and support proposals and payroll-related requirements.

Qualifications

• Bachelor's degree in supply chain management, business, or related field.
• Minimum 6 years of federal subcontract administration with Tier-1 contractor.
• Experience awarding and administering services subcontracts (labor, environmental, etc.).
• Advanced understanding of FAR Part 44/15, flow-downs, and cost/price analysis.
• Davis-Bacon, certified payroll, SB subcontracting plans; federal reporting preferred.
• Federal contracting certifications preferred (e.g., CFCM, DAWIA Level III).
• Pre-hire drug screen and background check; valid driver's license.
• Must meet physical requirements.

Responsibilities

• Lead cradle-to-grave subcontract formation and administration.
• Develop RFPs/RFQs and manage competitive processes.
• Ensure compliance with FAR/DEAR, agency supplements, and obligations.
• Flow down prime clauses to subcontractors and verify compliance.
• Interface with Program Management and technical teams on strategy, risk, and funding.
• Monitor subcontractor performance, funding, and modifications.
• Prepare reporting (Small Business Subcontracting Plans, eSRS, performance docs).
• Administer Davis-Bacon and other payroll/compliance requirements.
• Support proposals with subcontract strategies and pricing.
• Lead closeout and maintain subcontract files.
