  • Flow down all required prime contract clauses and special conditions to subcontractors and verify compliance throughout subcontract execution.
  • Serve as the primary subcontract interface for Program Management and technical teams, advising on subcontract strategy, risk, schedule, funding, and performance.
  • Monitor subcontractor performance and funding (burn rate), work with the operations group to initiate modifications, support EAC inputs, and identify and mitigate performance or compliance risks.
  • Prepare, maintain, and submit required reporting such as Small Business Subcontracting Plans, eSRS reporting, and subcontract performance documentation.
  • Administer lower tier certified payroll, Davis‑Bacon, and other labor compliance requirements as needed.
  • Support proposal efforts, including developing subcontract strategies, obtaining subcontractor pricing, preparing cost/price analyses, and ensuring proposal compliance.
  • Lead subcontract closeout activities, ensuring all contractual, financial, and documentation requirements are met.
  • Maintain subcontract files in compliance with federal documentation standards and internal audit requirements.
  • Other reasonable directives, responsibilities and activities may change or be assigned at any time with or without notice.

  • Advanced understanding of FAR Part 44, FAR Part 15, flow‑downs, cost/price analysis, subcontract file documentation, and subcontract risk management (required).
  • Experience with Davis‑Bacon, certified payroll, small business subcontracting plans, and federal subcontract reporting (preferred).
  • Certification in Federal Contracting (e.g., CFCM, DAWIA Level III) (preferred).
