Job summary

OCT Consulting LLC seeks a Principal Contract Specialist/Program Manager to lead an on-site contract team embedded with a federal client. You will manage the acquisition lifecycle, from RFQs to awards, ensuring compliance with FAR/DFARS and OCI safeguards.

The role requires eight+ years in government contracting, DAWIA certifications, a Bachelor's degree, and an active security clearance. Telework is limited; on-site work in a client facility is expected.

Qualifications

• Bachelor's degree required; business focus preferred.
• DAWIA Contracting and DAWIA Program Management Advanced required.
• Eight+ years in government contracting including IDIQs and task orders.
• Three+ years of supervisory experience.
• Must be a U.S. citizen and eligible for a security clearance.
• Expert knowledge of FAR/DFARS; ability to lead complex procurements.
• Proficient with Microsoft 365 and Adobe Acrobat.

Responsibilities

• Serve as on-site contract manager with authority on daily matters.
• Manage workload, performance, and quality of contractor staff.
• Lead weekly performance meetings with the COR/TPOC.
• Prepare RFQs, RFPs, and source selection documentation.
• Support cradle-to-grave acquisitions including IDIQs and BPAs.
• Perform cost/price analyses and market research.
• Develop negotiation objectives and support CO during negotiations.
• Provide training and mentoring to staff and contractors.
