Job summary

OCT Consulting LLC is seeking a Contract Specialist II to support federal contracting with six years of experience. You will advise on acquisition lifecycles, draft requirements documents, assist with market research, and aid in source selection in a hybrid work setting.

The role requires a bachelor's degree with relevant coursework, FAC-C/DAWIA eligibility or equivalent certification, and U.S. citizenship with the ability to obtain a Public Trust clearance.

Qualifications

• Six (6) years of full-spectrum federal contract experience.
• A 4-year course of study leading to a bachelor's degree with at least 24 sem hrs in specified fields.
• FAC-C, DAWIA eligible, or equivalent contracting certification (CFCM/CPCM).
• Knowledge of FAR and federal contracting procedures.
• Proficiency with MS Word, Excel, SharePoint, UFMS or similar systems.
• Attention to detail and ability to meet timelines.
• Effective communication with SMEs, acquisition professionals, and stakeholders.
• U.S. citizenship and ability to obtain Public Trust clearance.
• Hybrid work environment capability.

Responsibilities

• Serve as strategic advisor on acquisition life cycle and review strategies.
• Support development of SOWs, SOOs, PWSs for performance-based acquisitions.
• Assist with IGCE development and market research.
• Prepare IFBs, RFQs, RFPs, and Combined Synopsis/Solicitations with terms.
• Contribute to source selection, J&A, and contract file posting.
• Support post- award administration and contract closeout.

Contract Specialist II (0020)

OCT Consulting is a business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.

Responsibilities and Duties

OCT Consulting currently has an opportunity for a Contract Specialist ll (0020) with at least six (6) years of relevant experience supporting an acquisition office. Contract and Procurement Series 1102 experience is required. Experience can be either as a federal government employee or as a contractor supporting a Federal Agency, or a combination of both.

• Serve as a strategic business advisor to the contracting office staff and program offices for all facets of the acquisition life cycle to include independently reviewing acquisition strategies and related documentation providing expert advice and analysis.
• Provide requirements documentation support to include assisting with the development and preparations of pre-award Specifications, Statements of Work (SOWs), Statements of Objective (SOOs), Performance Work Statements (PWSs) for performance-based acquisitions (PBA) and other requirements documents.
• Assist with the development of Independent Government Cost Estimates (IGCE)
• Support market research and market surveys identifying contract and purchasing vehicles/solutions and potential sources. Support includes preparing and posting announcements in electronic procurement portals such as SAM and preparing written reports and documents.
• Assist in the development and preparation of draft Invitation for Bids (IFBs), Requests for Quotes (RFQs), Requests for Proposals (RFPs) and Combined Synopsis/Solicitations, recommending and preparing terms and conditions as appropriate.
• Assist in all aspects of source selection and contract award to include and preparing and coordinating reports such as D&Fs, Justifications and Approvals (J&A), etc.…; and distributing and posting contract file documents.
• Support post contract award and administration.

Qualifications

• Six (6) years of full-spectrum federal contract experience
• A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management
• Must be FAC-C or DAWIA eligible or possess an equivalent professional Contracting certification such as a CFCM or CPCM
• Knowledgeable in the Federal Acquisition Regulation (FAR) and federal contracting procedures
• Proficiency in using software tools for document creation, collaboration, and formatting, such as Microsoft Word, Excel, SharePoint, and UFMS or similar contracting writing systems
• Attention to detail, accuracy, and adherence to project timelines
• Effective communication skills and ability to work collaboratively with subject matter experts, acquisition professionals, and stakeholders
• Must be a US Citizen
• Must be able to obtain and maintain a Public Trust clearance. The investigation will involve a credit, fingerprint, and law enforcement agency check
• Must be able to work in a hybrid work environment
