Pantheon Data in the Washington, DC area is seeking a seasoned leader to design and implement a portfolio management framework for DHS-acquisition programs. You’ll own the substance, client relationships, and defensibility of artifacts, presenting to senior executives and guiding governance adoption.

This is not a support role but a building role with a two-person team. You will oversee scope, criteria, and roadmap, collaborating with an information designer to produce usable deliverables while

Competenze

• 12+ years in federal acquisition program management, oversight, or governance.
• Fluent in DHS Directive 102-01 (pathway framework and role of Component Acquisition Executives).
• Experience designing or shaping acquisition governance processes, criteria, or portfolio constructs.
• Experience supporting or operating within a Component Acquisition Executive office or equivalent oversight body.
• Proven facilitation with senior executives and managing disagreements.
• Strong authoring ability: policy, process docs, executive analysis.

Mansioni

• Own the technical scope end to end: pathway identification, portfolio management construct, implementation roadmap, and portfolio performance process.
• Develop criteria for evaluating investments across strategic alignment, business value, technical health, program health, and readiness.
• Design governance process: participants, roles, responsibilities, decision authority; build consensus across program offices.
• Facilitate working sessions with senior government stakeholders and translate discussions into structure.
• Sequence an implementation roadmap aligned to the organization’s maturity.”
• Author the Project Management Plan and lead post-award kickoff.
