Job description

The Senior Facilities Project Manager, under general supervision, is responsible for the management of assigned projects from planning through build-out for Union County. Work involves management of projects, including developing and monitoring schedules, cost estimates, plan review and coordinating the activities of individual projects to ensure that goals and objectives of projects are accomplished on schedule and within budget. Oversees the work of outside consultants and coordinates with other agencies and/or County departments. Reviews quality of work and timeliness of performance and prepares and presents reports and other necessary correspondence on assigned projects. Maintains project files. Work also involves ensuring that projects comply with all County, Federal, State, and Local ordinances and regulations. Employee must exercise considerable initiative and independent judgment while overseeing projects within the scope of County ordinances and regulations, budget and federal and state laws. Employee must also exercise tact and courtesy in contact with government officials at various levels, consultants, engineers, vendors, and the general public.

Performs project management functions for assigned projects. Reviews project proposals and contracts to determine project goals, scope of work, staffing requirements, schedules, budgets, and procedures for accomplishing projects.

Interprets, applies, and enforces the provisions of the County's standards, policies and procedures and other applicable federal, state and local codes, laws, rules, regulations, specifications, standards, policies and procedures.

Manages project teams for planning, design, and build-out of projects including selection and management of architects, engineers, and consultants and oversight of build-outs.


Confers with project team to outline work plan and to assign tasks and resources required for each task, establishes project milestones, manages problems as they arise, and identifies project uncertainties and risks to the County.

Oversees the bid, proposal, and purchase recommendation process for projects including solicitation and review of proposals.

Reviews a variety of contracts, studies, plans, shop drawings, specifications, maps, and related documents for projects and provides revisions or conditions of approval if necessary.

Communicates findings, recommendations, and decisions with architects, engineers, attorneys, planners, and other County departments. Prepares and reviews reports, comments, and correspondence, and presents technical information to management, commissioners, and the public.

Assures that accurate documentation is compiled and maintained for all projects.

Prepares applications and other documentation to obtain appropriate project permits, or approvals from local, county, and state authorities.

Assists with project planning for future budgeting purposes.

Conducts site visits as needed, inspects sites to identify potential build-out and/or design changes due to existing items not reflected on design plans, coordinates inspection services, and identifies and implements all necessary corrective actions.

Stays abreast of Federal and State guidelines, regulations, and laws. Briefs managers and staff on changes in regulations.

Attends Board meetings, Public Hearings, Public Meetings and conferences regarding present and future projects as needed.

Serves on various workshop teams to develop or revise policies, standards, or projects related to assigned projects.

Manages large and small HVAC, plumbing, electrical repair, and renovation projects.

Manages minor to major building rehabilitation, alteration, renovation, and modification projects. Manages minor to major new building construction projects.

Leads and directs lower-level project managers as assigned on various major projects.


Provides input for the Facilities Division budget and Union County CIP budget.

Reviews budget regularly to ensure expenditures stay within approved allocations.

Responds to requests for information or clarification regarding County policies, procedures or requirements. Ensures that involved parties are fully informed of project requirements, processes and deadlines from time of initial contact to completion of the project. Works to make changes in project applications in order to achieve compliance with policies, laws, and criteria.

Performs other related duties as assigned.

MINIMUM QUALIFICATIONS

Education and Experience:

Bachelor's Degree from an accredited university in Mechanical Engineering, Architecture or other related engineering field, and seven (7) years of experience in complex project management including managing budgets, project design, permitting and regulatory compliance, and construction management; or equivalent combination of education and experience.

Licenses or Certifications:

Must have a valid Driver's License and be able to maintain a safe driving history as defined by the Union County Vehicle Use Policy.

PREFERRED QUALIFICATIONS

Education and Experience:

Bachelor’s Degree from an accredited university in Mechanical Engineering, Architecture, or other related engineering field, and ten (10) years of experience in complex project management including managing budgets, project design, permitting and regulatory compliance, and construction management and two (2) years of supervisory experience over professional, technical, and administrative personnel.

Licenses or Certifications:

Project Management Professional (PMP) certification.

Possession of a North Carolina Professional Engineer license or American Institute of Architecture (AIA) licensure.

PHYSICAL DEMANDS

Must be physically able to operate a variety of machinery and equipment including computers, typewriters, copiers, facsimile machines, calculators, etc. Must be physically able to operate a motor vehicle. Must be able to exert up to 30 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.

WORK ENVIRONMENT

Work is performed in office and outdoor environments. Work may be performed near heavy equipment and machinery that could result in bodily harm to co-workers or others.
