Job summary

ARES Corporation is seeking an EVM Subject Matter Expert to support NASA HQ OCFO programs and related offices. The role covers surveillance, governance, training, and documentation across in-house and contractor projects, leveraging Cobra, Acumen Fuse, Encore Analytics Empower, and Microsoft Project.

The ideal candidate will have strong EVM expertise, understanding of NASA policies, and the ability to interface with multiple centers and mission directorates.

Qualifications

• Expert knowledge and practical experience in earned value management (EVM).
• Comprehensive understanding of NASA EVM policies and requirements, the NASA FAR Supplement, EIA-748 EVMS guidelines, OMB Circular A-11, the DoD EVMS Interpretation Guide, industry best practices, and related policies and guidance.
• Proficiency with the listed software tools (Deltek Cobra, Acumen Fuse, Encore Analytics Empower, MSP, Office).
• Strong communication skills interfacing with HQ organizations, Mission Directorates, and Centers.
• Certifications such as PMP or EVP are desirable.

Responsibilities

• Provide EVMS Surveillance for NASA-validated contractors, including quarterly events and annual surveillance reports and training.
• Support NASA EVM Capability for in-house projects, planning, implementation, and training; maintain EVM System Description and processes.
• Provide EVMS Surveillance for NASA In-house Projects, including quarterly events and risk matrix, reports, and training.
• Provide EVMS Compliance Reviews, IBRs, and other assessments; support DCMA reviews as needed.
• Maintain databases for EVMS Surveillance and IBR findings.
• Provide Systems Administration for EVM and related software, including backups, renewals, testing, help desk support, and training materials.
• Provide Agency-level EVM support, including HQ actions, analyses, waivers/deviations, and publications.
• Coordinate the quarterly EVM Working Group logistics, attendee management, agenda, and speaker coordination.
• Maintain NASA EVM policies, guidance, and documentation (NFS, NPR 7120.5, IBR Handbook, etc.).
• Maintain the NASA EVM training curriculum with CFO University; schedule and deliver Agency-wide training and develop courses.
• Attend and participate in weekly team meetings and customer-specific EVM meetings.
