Job summary

ARES Corporation seeks a Programmatic SME to support NASA HQ OCFO EVM activities, delivering surveillance, training, and documentation across HQ, Mission Directorates, and centers.

The role requires expert EVM knowledge, familiarity with DoD EVMS and NASA policies, and proficiency with Cobra, Acumen Fuse, Encore Empower, MS Project, and MS Office. Strong communication and relevant certifications are desired.

Qualifications

• Expert knowledge and practical experience in earned value management (EVM).
• Comprehensive understanding of NASA EVM policies, NASA FAR Supplement, EIA-748 EVMS guidelines, OMB Circular A-11, DoD EVMS Interpretation Guide, and related guidance.
• Proficiency with Deltek Cobra, Acumen Fuse, Encore Analytics Empower, Microsoft Project, and Microsoft Office applications.
• Strong communication skills to interface with HQ organizations, Mission Directorates, and Centers.
• Relevant industry certifications (e.g., PMP, EVP) are desired.

Responsibilities

• Provide EVMS Surveillance as CFA for NASA-validated contractors; conduct quarterly surveillance events and deliver annual surveillance schedule, analysis, findings, reports, and training.
• Support NASA EVM Capability for in-house projects; maintain EVM System Description, processes, and training materials.
• Deliver EVMS Surveillance for NASA In-house Projects; conduct quarterly surveillance events and deliver risk matrix, surveillance reports, and training.
• Provide EVMS Compliance Reviews, IBRs, and other assessments; support DCMA reviews as needed.
• Maintain databases for EVMS Surveillance and IBR findings.
• Provide Systems Administration for EVM and related software; backup administration, renewals, testing, help desk, reporting, and training.
• Provide Agency-level EVM support including HQ actions, independent analyses, waivers/deviations, and publications.
• Coordinate communications and outreach for external conferences and forums; deliver trainings.
• Coordinate the quarterly EVM Working Group; manage logistics, attendee lists, agendas, and speakers.
• Maintain NASA EVM policies, guidance, and documentation (NFS, NPR 7120.5, IBR Handbook, etc.).
• Maintain the NASA EVM training curriculum; schedule and deliver Agency-wide training and develop new courses.
• Attend and participate in weekly team and customer-specific EVM meetings.
