Job summary

Confidential Search in East San Diego County, CA seeks a Senior Estimator to lead its estimating group for underground utilities and heavy civil projects. Office-based role, managing a team of 3–5 estimators and delivering competitive bids against major utility owners and public agencies.

You will mentor the team, build production estimates, analyze RFPs, and guide pre-bid activities, with responsibility for pricing strategy, subcontractor scopes, and bid packages.

Qualifications

• 6+ years of estimating experience in underground utilities or heavy civil construction.
• Experience bidding for public works and utility-owner projects with prevailing wage/DIR compliance.
• Proven ability to lead and develop a forecasting and estimating team.
• Strong contract, cost and risk management skills with clear written proposals.
• Bachelor's degree in Engineering, Finance or Construction Management preferred, or equivalent experience.
• Must be able to commute daily to East San Diego County office.

Responsibilities

• Lead and mentor a team of 3–5 estimators, reviewing work and providing guidance.
• Build production-based estimates for large underground utility and civil projects.
• Prepare competitive bids for public agencies and utility owners; maintain pricing databases.
• Analyze RFPs, scopes, plans and specs; perform take-offs and build bid schedules.
• Lead pre-bid meetings, bid strategy sessions and site visits.
• Define sub/supplier scopes, level pricing, and price databases; support hand-off to projects.
