Job summary

Target Hospitality is seeking a Senior Estimator and Proposal Manager to lead estimating, budgeting, and proposal development for construction pursuits from early opportunity review through final submission and handoff.

The role requires strong construction knowledge, disciplined cost analysis, and the ability to translate technical information into clear, client-ready proposals, guiding teams across estimation, pricing, and strategy.

Qualifications

• 10+ years of construction estimating, preconstruction, or related experience.
• Bachelor’s degree in Construction Management or related field preferred; equivalent experience considered.
• Strong understanding of construction means and methods, risk factors, and pricing.

Responsibilities

• Lead development of conceptual budgets, detailed estimates, bid packages, proposals, and final pricing.
• Manage the proposal process from kickoff through submission, including strategy, assignments, scheduling, content, pricing, and quality control.
• Analyze drawings, specs, scopes, schedules, site conditions, subcontractor input, and assumptions to develop accurate cost estimates.
• Prepare and present budget analyses, estimate summaries, risk items, exclusions, and pricing recommendations for executives.
