Job summary

PCL Construction, Inc. in Phoenix, AZ seeks a Senior Estimator/Pre-Construction Manager to lead complex infrastructure estimates and preconstruction work for water and wastewater projects valued from $50M+. You will align owners, designers, operations and estimating teams to drive pursuit success and project startup.

Ideal candidates bring 8+ years in heavy civil estimating and proven ability to secure repeat business through strategic client engagement and risk-managed planning.

Qualifications

• 8+ years of experience in estimating, preconstruction, and project planning for heavy civil, water, wastewater, or utility infrastructure projects.
• Experience leading the pursuit and delivery of large-scale municipal water and wastewater treatment facilities, pump stations, transmission pipelines, etc.
• Experience working directly with public agencies, municipalities, industrial clients, and private owners.

Responsibilities

• Lead development of conceptual, design development, GMP, and lump sum estimates for complex infrastructure projects.
• Direct preconstruction services, including constructability reviews, value engineering, risk assessment, procurement planning, and project logistics.
• Develop and execute pursuit strategies, including RFQ/RFP responses, interviews, presentations, and client engagement activities.
• Lead owner-facing meetings, design reviews, and preconstruction workshops throughout project development.
• Manage multidisciplinary estimating and preconstruction teams, establishing priorities and ensuring successful delivery.
• Collaborate with owners, engineers, operations teams, subcontractors, and suppliers to optimize project outcomes.
• Manage project risks, contingencies, procurement strategies, and schedule impacts.
• Oversee multiple pursuits simultaneously while maintaining estimate quality, accuracy, and schedule commitments
