Job summary

PCL Construction, Inc. seeks a Senior Estimator/Pre-Construction Manager for Civil West to lead complex infrastructure estimates and preconstruction work in a collaborative environment.

You will coordinate design reviews, risk assessments, and procurement planning across owners, designers, and contractors. The role emphasizes pursuing municipal water/wastewater facilities and related civil projects, with a focus on delivering value, schedule adherence and client relationships.

Qualifications

• 8+ years in estimating, preconstruction, and project planning for heavy civil, water, wastewater, or utility infrastructure projects.
• Experience leading the pursuit and delivery of large-scale municipal water and wastewater facilities, pump stations, pipelines and related civil infrastructure.
• Proven success leading pursuits and preconstruction efforts for complex infrastructure projects valued from $50M to over $500M.
• Experience working directly with public agencies, municipalities, industrial clients, and private owners.
• Experience transitioning successful pursuits into operations and supporting project startup.

Responsibilities

• Lead the development of conceptual, design development, GMP, and lump sum estimates for complex infrastructure projects.
• Direct preconstruction services, including constructability reviews, value engineering, risk assessment, procurement planning, and project logistics.
• Develop and execute pursuit strategies, including RFQ/RFP responses, interviews, presentations, and client engagement activities.
• Lead owner-facing meetings, design reviews, and preconstruction workshops throughout project development.
• Manage multidisciplinary estimating and preconstruction teams, establishing priorities, delegating responsibilities, and ensuring successful delivery.
• Collaborate with owners, engineers, operations teams, subcontractors, and suppliers to optimize project outcomes.
• Manage project risks, contingencies, procurement strategies, and schedule impacts throughout the preconstruction process.
• Oversee multiple pursuits simultaneously while maintaining estimate quality, accuracy, and schedule commitments

The estimated salary range for this role is $174,000 - $215,000, based on your experience and qualifications. Final compensation will be confirmed as part of a personalized offer.
