PCL Construction, Inc. seeks a Senior Estimator/Pre-Construction Manager to lead estimates for large-scale water and wastewater infrastructure projects in Long Beach, CA.

You will supervise preconstruction services, develop pursuit strategies, and coordinate with owners, designers, and operations teams to drive successful outcomes. This role requires a strong, collaborative leader who mentors estimating professionals and builds trusted client relationships to win and execute high-value municipal

Qualifications

• 8+ years of estimating, preconstruction, and project planning for heavy civil, water, wastewater, or utility infrastructure.
• Experience leading pursuits and preconstruction efforts for municipal water and wastewater facilities valued from $50M to $500M+.
• Experience working with public agencies, municipalities, industrial clients, and private owners.
• Experience transitioning successful pursuits into operations and supporting project startup.

Responsibilities

• Lead the development of estimates for complex infrastructure projects (conceptual to lump sum).
• Direct preconstruction services including constructability reviews, value engineering, risk assessment, procurement planning, and project logistics.
• Develop and execute pursuit strategies, including RFQ/RFP responses, interviews, presentations, and client engagement activities.
• Lead owner-facing meetings, design reviews, and preconstruction workshops throughout project development.
• Manage multidisciplinary estimating and preconstruction teams, establishing priorities, delegating responsibilities, and ensuring successful delivery.
• Collaborate with owners, engineers, operations teams, subcontractors, and suppliers to optimize project outcomes.
• Manage project risks, contingencies, procurement strategies, and schedule impacts throughout the preconstruction process.
• Oversee multiple pursuits simultaneously while maintaining estimate quality, accuracy, and schedule commitments
