Fluor Corporation seeks a Senior Permitting Specialist to oversee regulatory permitting and environmental compliance for Central Valley construction packages as part of the California High-Speed Rail program. You will manage permit applications, liaise with agencies, and ensure CEQA/NEPA compliance while coordinating with internal teams and external stakeholders.

The role emphasizes analytical rigor, strong writing, and the ability to work independently on complex, multi-year infrastructure

Qualifikationen

• Accredited four-year degree in biology or environmental science and 10 years of related work experience, or 14 years if non-degreed.
• Experience with CEQA, NEPA, Clean Water Act, Endangered Species acts, Porter-Cologne, and lake/streambed alteration agreements.
• Proven ability to manage regulatory permitting and environmental compliance for large projects in California.
• Strong analytical, verbal, and writing skills; highly organized and able to work independently.

Aufgaben

• Provides management and oversight in preparing state and federal permit applications and NEPA/CEQA documents.
• Supports strategic development and acquisition of regulatory permits and amendments under major environmental laws.
• Reviews compliance documentation and reports for accuracy and completeness.
• Supports procurement of compensatory mitigation by evaluating requirements and managing contracts.
• Assists with construction-phase compliance, responding to inquiries and reporting.
• Retrieves data and prepares reporting using the Authority’s database management application.
