Fluor Corporation is seeking a Senior Permitting Specialist to join our Program Delivery Support team, working with the California High-Speed Rail Authority. The role focuses on regulatory permitting and environmental compliance for a multi-stage program across 171 miles in California's Central Valley.

The Senior Permitting Specialist oversees permit delivery from application to construction compliance, coordinating with diverse stakeholders and ensuring compliance with federal and state

Qualifications

• Accredited four-year degree in biology or environmental science with extensive permitting experience.
• Strong knowledge of CEQA and NEPA in major California projects.
• Experience managing regulatory permits and compliance for large programs.
• Excellent written and verbal communication with internal and regulatory stakeholders.
• Ability to work independently and prioritize changing program needs.

Responsibilities

• Oversee preparation of state and federal permit applications and NEPA/CEQA reviews.
• Support acquisition of regulatory permits and amendments under relevant laws.
• Review compliance documentation and reports for accuracy and timeliness.
• Evaluate mitigation requirements and manage associated contracts.
• Assist with construction-phase compliance and regulatory inquiries.
• Retrieve data and produce reporting using the Authority’s systems.
