Job summary

Health and Human Services Commission (HHSC) in Austin, TX, seeks a Senior Modernization Engineer/Systems Analyst VII to lead enterprise application modernization efforts. You will analyze aging systems, reduce technical debt, and design modular, cloud-ready services with AI-assisted tooling.

You will collaborate with architecture, security, cloud, data, and program teams to align solutions with agency needs, while complying with enterprise standards and DevSecOps practices.

Qualifications

• Graduation from an accredited four-year college or university with major coursework in computer science, computer engineering, or a related field.
• Minimum of 4 years of experience in enterprise systems refactoring, legacy migration, or application modernization.
• Experience with domain-driven design, modern frameworks, and secure coding practices.

Responsibilities

• Analyzes legacy applications, source code, data flows, and technical debt to create modernization roadmaps.
• Refactors and implements modernized components, APIs, and domain services.
• Troubleshoots and stabilizes modernized applications and validates security and operational requirements.
• Prepares architecture mappings, documentation, and implementation guidance for cross-team collaboration.
• Promotes DevSecOps, cloud readiness, and reusable modernization patterns.
