Position Description

The City of Seattle is seeking a skilled professional engineer to join our Capital Development team as a Senior Engineering Project Manager (Sr. Mechanical Engineer). This position provides project management for the Engineering and Critical Infrastructure program within the Capital Development Division of Facilities and Administrative Services (FAS).

In this role you will manage the planning, design, and construction of complex mechanical, electrical, life safety and other building systems projects. Significant work is planned for the Engineering and Critical Infrastructure program to reduce deferred maintenance backlogs and to meet aggressive decarbonization mandates and energy efficiency goals. In addition, you may serve as a subject matter expert and provide internal consultation on engineering components of projects to other FAS project management team members. The position reports to the Deputy Director of Project Management, Asset Preservation & Major Maintenance.

FAS is often the public's first interaction with the City of Seattle, operating as a customer-focused front door that assists with everything from paying utilities or reporting a pothole to requesting public information or even adopting a new pet.

The 500-plus employees of FAS span across 10 divisions and work behind-the-scenes providing critical functions, like managing 120 City facilities—including police and fire stations—overseeing the City's neighborhood customer service centers and Customer Service Bureau and making sure minority-owned businesses can equitably compete for City contracts. Job Responsibilities

Projects within the portfolio of this position require a high level of knowledge about building systems design, construction, and maintenance. Projects involve all phases and scales of various types of engineering disciplines including: mechanical, electrical, plumbing as well as various types of replacement and repair for building systems at the Seattle Municipal Tower and other mid- and low-rise buildings in the FAS portfolio. Familiarity with construction and maintenance practices, team work approach with operational units and clear communication with technical and non-technical stakeholders are key skills for this position.

Primary Duties

  • Develop project scopes and/or early concepts that contextualize client needs.
  • Early and ongoing communication with clients.
  • High level of coordination with varying stakeholders, both internal and external to the division.
  • Generate and maintain project cost estimates and schedules.
  • Ensure projects are on time and within budget.
  • Provide design and construction project management.
  • Ensure compliant use of consultant and construction contracts.
  • Provide internal support for engineering topics to other program staff and partners.

Qualifications

Minimum Qualifications:

Requires five years professional engineering experience and a bachelor’s degree in engineering or a combination of other education and/or training and/or experience, which provides an equivalent background required to perform the work of the class.

Licenses

  • Registration as a Professional Engineer in the State of Washington.
  • Current Washington State driver's license or evidence of equivalent mobility.

(Or a combination of education and/or training and/or experience which provides an equivalent background required to perform the work of the class.)

The Most Successful Candidates Will Possess The Following

  • Knowledge of task durations and critical path method (CPM) scheduling.
  • Experience developing budgets/cost estimates.
  • Public Works contracting knowledge and ability to read and comprehend contract documents and construction drawings.
  • Understanding codes, statutes, contracts, and processes that govern the work and ability to make judgements on how to comply when challenges arise.
  • Ability to translate non-technical objectives into engineering reality and explain how that reality satisfies the objectives given.

Work Environment: This position requires a minimum of three days per week of onsite work. Alternative Work Arrangements and hybrid telework schedules for work conducted in a normal office environment may be considered and will be based on operational needs and consistency with City policies.

Additional Information

This position is classified as a Civil Service, Regular, Full-Time position It is Civil Service represented, FLSA non-exempt and is eligible for overtime. The full range for this step-progression position is $72.38 - $84.28 per hour.
