Job summary

Blue Shield of California seeks a Sr. Manager, Engineering to lead a multi-disciplinary team responsible for secure, scalable, cloud-native services and integrations. You will guide strategy, architecture, and delivery across key programs while partnering with product, security, and platform teams.

The role requires strong people leadership, deep technical depth, and the ability to drive modernization, reliability, and cross-functional execution in a regulated healthcare environment.

Qualifications

• Bachelor’s degree or higher in a related field or equivalent experience.
• 8 years of progressive technology experience in software/enterprise engineering and leadership.
• 4 years of prior people-management experience with supervising technical teams.
• Experience leading multiple teams, platforms, products, or technology domains with delivery accountability.
• Strong knowledge of modern software engineering, cloud architecture, DevOps, SRE, automation, AI enablement, APIs, secure development, and lifecycle management.
• Ability to shape engineering practices, drive CI/CD adoption, observability, and scalable architecture.
• Experience modernizing enterprise platforms, reducing debt, and improving resilience.
• Ability to manage multiple complex workstreams and interact with all management levels.

Responsibilities

• Lead an engineering team delivering secure, scalable technology solutions.
• Define and execute engineering roadmaps, priorities, and objectives.
• Improve operating models, governance, KPIs, dashboards, and executive reporting.
• Build and sustain high-performing engineering orgs via hiring and development.
• Guide senior technical talent through complex delivery, architecture, security, and reliability issues.
• Partner with stakeholders to align priorities and drive cross-functional execution.
• Drive modernization, debt reduction, automation, and AI adoption across teams.
• Ensure secure development, CI/CD, cloud-native design, observability, and reliability.
• Own delivery status and performance across multiple workstreams; ensure transparency.
• Manage budgets, vendor relationships, licensing, and technology roadmaps.
• Influence leadership on risks, tradeoffs, and resource needs.
• Foster accountability, collaboration, engineering excellence, and continuous learning.
