Job summary

Blue Shield of CA is seeking a Manager, Engineering to lead a team delivering complex services, integrations, and cloud-native applications across enterprise platforms. You will set strategy, build capable teams, enforce standards, and drive secure, scalable, and maintainable solutions while collaborating with Product, Architecture, Security, and Operations.

This role requires strong people leadership, deep technical judgment, and a commitment to modernization within a healthcare technology

Qualifications

• Bachelor's degree or higher with 4 years relevant experience in lieu of degree.
• 7 years of experience in software engineering, full stack development, platform engineering, or related tech.
• 2 years of prior management or people leadership experience.
• Strong understanding of Agile delivery models, backlog management, risk management, prioritization.
• Technical fluency in cloud-native development, APIs, CI/CD, version control, secure development.
• Familiarity with modern front-end frameworks, backend services, SQL/NoSQL, RESTful integrations, cloud platforms, containers, IaC, and AI-assisted coding tools.
• Ability to collaborate with Product, Design, QA, Security, Platform, Architecture, vendor, and business teams.
• Strong written and verbal communication skills; ability to explain tech to diverse stakeholders.
• Experience operating in regulated, healthcare, or complex technology environments preferred.

Responsibilities

• Oversee a team responsible for designing and delivering complex services, integrations, and cloud-native applications.
• Ensure strategy, structure, talent, standards, and execution discipline to deliver secure, scalable solutions.
• Guide major technical decisions, resolve risks, and support modernization efforts.
• Partner across Product, Architecture, Security, Platform, Infrastructure, vendor, and leadership to align priorities.
• Foster continuous learning and leadership development within the team.
