The City of Raleigh North Carolina seeks a Capital Projects Senior Engineer to lead and oversee major park capital improvements from planning through closeout. You will coordinate design consultants, contractors, and internal teams to ensure scope, schedule, budget, and quality meet City standards.

You will act as owner-representative during design and construction, administer contracts, review drawings and proposals, and manage pay apps, change orders, and documentation.

Qualifications

• Bachelor's degree required in architecture, engineering, construction management, or related field.
• 3–5 years of professional experience in capital projects or related work.
• Valid North Carolina Class C Driver's License or ability to obtain within 60 days of hire.

Responsabilités

• Serve as the City’s owner representative during design and construction, focusing on bidding, construction administration, and contractor oversight.
• Administer construction contracts and oversee consultant construction administration; attend meetings and conduct site observations.
• Review work for compliance with plans, specs, codes, and standards; resolve issues with consultants and contractors.
• Manage pay apps, change orders, RFIs, submittals, schedules, budgets, contingencies, contracts, and project documentation.
• Oversee projects through planning, design, permitting, procurement, construction, closeout, and warranty as applicable.
• Select and execute contracts with design/engineering consultants; review proposals, drawings, cost estimates, and schedules; coordinate permit approvals.
• Maintain project records, monitor scope, schedule, budget, quality, risk, and approvals; ensure compliance with City standards.
• Coordinate with consultants, contractors, vendors, inspectors, and staff; communicate status, risks, decisions, and next steps.
• Lead project closeout, including punch lists, as-builts, warranties, and financial closeout.
• Represent Raleigh Parks at meetings and prepare reports and communications as needed.
