Job summary

International Executive Service Corps seeks a Senior Technical Program Analyst to support a federal energy infrastructure program. You will supervise project monitors and provide programmatic and technical support across the full lifecycle, from negotiations to progress assessments.

The role requires experience with federal processes, excellent analytic and communication skills, and the ability to coordinate with government stakeholders, contractors, and interdisciplinary teams.

Qualifications

  • U.S. Citizenship and a Bachelor’s degree in engineering.
  • Experience supporting federal programs, with a preference for DOE experience.
  • Experience developing and managing first-of-a-kind commercial demonstration projects.
  • Strong documentation and technical writing, editing, layout, and production skills.
  • Ability to coordinate with government stakeholders and manage competing priorities.

Responsibilities

  • Provide programmatic and technical support for active federal financial assistance awards (grants, cooperative agreements, OT awards).
  • Support negotiations and go/no-go reviews by evaluating technical, financial, and performance data.
  • Review and support contract/award modifications for compliance with federal policies and program requirements.
  • Conduct invoice reviews to validate costs, cost sharing, and alignment with budgets.
  • Track milestones, deliverables, and performance metrics; maintain project records and reporting tools.
  • Prepare briefing materials, analyses, and follow-up actions for quarterly progress reviews.
  • Perform advanced evaluations to identify risks and corrective actions; inform refined requirements.
  • Provide engineering, technical, and operational leadership to active projects during execution.
