Job summary

District of Columbia Department on Disability Services (DDS) seeks a supervisory professional to oversee the Eligibility Unit and Continuing Service Coordinators within SPCD. The role ensures legally compliant, person-centered eligibility determinations and coordinated service planning across medical, behavioral, residential, and community supports.

Qualifications

• Expert knowledge of DDS policies, HCBS waiver requirements, eligibility determination policy and procedure, and service coordination.
• Knowledge of disability laws, person-centered practices, quality management, and program administration.
• Experience reviewing complex clinical, psychological and psychiatric assessments.
• Ability to supervise multidisciplinary staff, analyze complex cases, resolve operational issues, and implement process improvements.
• Ability to communicate effectively, prepare reports, interpret policy, and collaborate with internal and external partners.
• Professional knowledge of a wide range of concepts, principles, and practices of behavioral or social science delivery systems.

Responsibilities

• Provides leadership and supervision to Eligibility Service Coordinators and Continuing Service Coordinators, planning work and evaluating performance.
• Oversees eligibility determinations, reviews assessments, HCBS waiver applications, and approves ISPs.
• Supervises continuing service coordination activities, including face-to-face visits and documentation.
• Ensures individuals receive coordinated services addressing medical, behavioral, residential, vocational, educational, social, and advocacy needs.
• Provides technical guidance on crisis management, incident response, and high-risk situations.
• Reviews court reports, court orders, and related documents; coordinates with legal counsel as needed.
• Monitors quality indicators, conducts quality reviews, and implements continuous quality improvement initiatives.
• Ensures documentation is maintained and compliant with agency policies and HCBS requirements.
• Coordinates with providers and state agencies to resolve service delivery issues.
• Plans work, assigns tasks, approves leave, and develops staff through training and performance management.
