Qualifications

• Minimum 3–5 years' experience as a business analyst.
• Bachelor's degree in business administration, management, healthcare administration or related field.
• Experience in requirements gathering sessions.
• Experience developing executive-level reports, process maps, workflow and SOP documentation, risk analysis.
• Lean Six Sigma, project management, change management or related training or certification preferred.

Description:

The Business Analyst will support agency efforts to assess,document, and define business, clinical, operational, technical, reporting, anddata requirements associated with electronic health records (EHR) capabilitiesacross the organization. The Business Analyst will work closely with theassigned Project Manager and collaborate with program, clinical, operational,information technology, data, compliance, and other stakeholders to develop acomprehensive and validated understanding of organizational needs.

The Business Analyst will be responsible for the following activities:

• Elicit, analyze, document, prioritize, andmaintain business, clinical, operational, data, and reporting requirements forEHR initiatives, enhancements, and related capabilities.
• Translate stakeholder needs, workflows,challenges, and desired outcomes into clear, testable, and solution-neutralrequirements.
• Distinguish underlying business and clinicalneeds from current-system limitations, existing practices, individualpreferences, or assumptions about a specific technology solution.
• Analyze needs across programs and stakeholdergroups to identify shared requirements, legitimate program-specific variations,conflicting needs, dependencies, and opportunities for standardization.
• Facilitate discussions to reconcile differencesand document decisions or necessary exceptions.
• Facilitate structured stakeholder review ofrequirements to confirm accuracy, completeness, clarity, priority, andalignment with intended workflows.
• For EHR enhancements and implementations,support validation of configured functionality against approved requirementsthrough workflow review, test scenario development, user acceptance testing,defect/issue documentation, and confirmation of readiness with appropriatestakeholders.
• Document and analyze current- and future-stateworkflows to identify gaps, impacts, dependencies, and opportunities forprocess improvement associated with EHR capabilities. Support development ofprocess maps, business rules, use cases, requirements matrices, gap analyses,and other business analysis artifacts as appropriate.
• Work in close coordination with the ProjectManager to plan and sequence business analysis activities, stakeholderengagement, requirements reviews, testing activities, and deliverables.Communicate requirements status, unresolved decisions, dependencies, risks, andissues while supporting the Project Manager's responsibility for overallproject coordination, governance, schedule, and escalation.
• Provide business analysis support acrossconcurrent EHR initiatives, including new capabilities, system enhancements,workflow changes, patient-facing functionality, and other efforts affecting theagency's use of the EHR

Requirements:

Mandatory & preferential requirements include:

• Minimum of 3-5 years' experience as a businessanalyst. Preference given to experience in federal/state government, publichealth, healthcare, similar service-related business.
• Required bachelor's degree in businessadministration, management, healthcare administration or related degree;Preferred master's degree in MBA or MHA.
• Professional experience in business analysis,prioritization, requirements gathering sessions.
• Experience developing executive-level reports,process maps, workflow and SOP documentation, risk analysis.
• Lean Six Sigma, project management, changemanagement, business analysis, or related professional training orcertification is preferred.
