QinetiQ US in Chantilly, Virginia, seeks a Senior Budget Analyst to support a DoD Research & Development office. You will provide financial management, budget formulation, and execution support across a portfolio of multi-million dollar initiatives.

The role emphasizes PPBE-informed analysis, milestone alignment, and actionable insights for leadership on investment decisions, risk mitigation, and program delivery; prior DoD financial management and security clearance highly valued.

Qualifications

• Active TS/SCI security clearance.
• 10+ years supporting DoW operations and/or programs.
• Bachelor's degree in finance, accounting, mathematics or similar area.
• Skills in PowerBI and/or MS Project (tracking, analyzing, projecting, and visualizing funding/execution)

Responsibilities

• Provide program control and financial management expertise to support a fast-paced DoW Research & Development (R&D) office.
• Support the Program Manager in budgeting, financial execution, and resource tracking for complex development and prototyping efforts.
• Lead program control activities, developing and managing comprehensive financial execution plans, spend plans, and budget baselines
• Monitor contract funding status, track obligations and disbursements, and perform financial variance analysis to identify and resolve shortfalls
• Analyze contractor cost reports and schedule performance metrics (Earned Value Management) to assess program health and forecasts
• Develop budget justification documentation, funding execution documents, and inputs for the Program Objective Memorandum (POM) cycle
• Participate in project reviews, assess financial/schedule deliverables and coordinate with technical review boards
• Maintain cognizance of adherence to financial and acquisition processes in development, production, and test
• Maintain cognizance over program control activities within sub-IPTs and ensure horizontal integration of financial practices across the project; review IMS
• Work with Program Management and chief engineer to understand priorities and drive execution
• Develop presentations and written communications to explain financial status and resource allocations
