Job summary

Concept Plus, LLC is seeking an experienced, mission-focused Program Manager to lead delivery of a large Oracle eBusiness/OCI hosted services program. You will be the single point of accountability for 80+ FTEs across engineering, DevSecOps, cloud operations, cybersecurity, data management, and AI/ML disciplines.

The role emphasizes governance, delivery, workforce management, risk, and performance across contract task areas, with strong interfacing to stakeholders and maintenance of PMP/IMS.

Qualifications

• Bachelor’s degree in IT, Computer Science, Engineering, Business Administration, or a related field.
• Minimum of 10 years of progressive IT program management experience.
• PMP certification required.
• Working knowledge of Cloud hosting environments and ERP platforms.
• Understanding of DevSecOps principles and DoD RMF/ATO processes.
• Knowledge of DESMF and Agile execution within Government acquisition environments.

Responsibilities

• Serve as the single point of accountability for program governance, delivery, and performance across all contract task areas.
• Own and maintain the Program Management Plan (PMP) and Integrated Master Schedule (IMS).
• Field and sustain a workforce of 80+ FTEs and ensure onboarding within 30 days of award.
• Oversee all contract deliverables including transition-in, architecture, staffing, DevSecOps, data migration, security, DR/COOP, and reporting.
• Drive 24/7/365 operational availability through staffing models and rapid incident response.
• Foster a culture of shared ownership and continuous improvement in line with Government objectives.
• Oversee program financial performance including labor cost tracking and variance management.
• Manage teaming and subcontractor relationships to support specialized capabilities.
• Drive execution of technology modernization with AI/ML and test automation.
