Job summary

Concept Plus is seeking an experienced Scrum Master to facilitate agile delivery for Oracle eBusiness platforms hosted on OCI. You will organize, direct, and coordinate planning and production across on-site and remote teams, ensuring alignment with DoD agile strategies and DevSecOps practices.

You will partner with Government Product Owners to remove blockers, maintain the product backlog, and lead all Scrum ceremonies. A strong background in federal IT and security practices is essential.

Qualifications

• Active CSM certification and in good standing.
• 5+ years as Scrum Master or Agile lead on DoD or Federal IT programs.
• Experience facilitating all Scrum ceremonies and backlog management.
• Coordinate multi-location distributed teams using Agile Scrum and DevSecOps.
• Familiarity with DoD IT delivery, RMF, cybersecurity practices.
• Proficient with government collaboration tools (Jira, Confluence, SharePoint, Azure DevOps).
• IAT-II or higher certification required at time of hire.

Responsibilities

• Organize, direct, and coordinate planning and production of all development and sustainment activities for one or more Integrated Teams.
• Facilitate all Scrum ceremonies including sprint planning, daily standups, reviews, retrospectives, and backlog refinement.
• Work with Government Product Owners to manage backlog, communicate progress, and surface blockers.
• Manage day-to-day development support across on-site and remote personnel; coordinate cross-team dependencies.
• Maintain IMS and program plans in coordination with the Program Manager.
• Participate in Government-directed meetings and reporting activities; ensure transparency.
• Capture, track, and resolve issues; keep documentation current on government collaboration sites.
• Interface with Government Product Owners, System Engineers, and Test Authorities to align sprint execution.
• Coordinate cross-team Scrum-of-Scrums when multiple Integrated Teams operate concurrently.
• Track velocity, sprint metrics, and delivery trends; contribute to status reports.
• Champion continuous improvement through retrospective-driven process refinement.
• Coordinate with DevSecOps Lead to align with pipeline cadence and test coverage requirements.
• Onboard new team members to processes, tools, and the Government's environment.
• Promote shared ownership and transparency aligned with Integrated Team Structure objectives.
