Job summary

LEMOINE is seeking a Lead Inspector to join our Florida disaster recovery team in the Tampa Bay area. You will conduct complex inspections for CDBG-DR housing recovery programs, develop Xactimate-based scopes of work, and ensure compliance, quality, and documentation standards across Hillsborough and Pinellas counties.

The role requires hands-on field leadership, training of inspectors, strong knowledge of building trades, HUD regulations, and willingness to travel.

Qualifications

Requires 5+ years in residential construction inspection or related field.
At least 3 years in federally funded housing programs (CDBG-DR or similar).
Experience guiding field inspectors and coordinating inspections.

Responsibilities

Conduct comprehensive residential inspections across all construction phases for CDBG-DR housing recovery in Hillsborough/Pinellas counties.
Prepare Xactimate-based scopes of work and cost estimates; verify eligibility prior to contractor assignment.
Review and quality-check scopes and reports; provide technical feedback to ensure program standards.
Coach Construction Inspectors; assist with assignments and day-to-day coordination.
Monitor inspection status and plan efficient routes for inspectors based on location and timelines.
Assist with complex scope questions and coordinate with Deputy Construction Manager.
Perform in-progress and final inspections to verify work meets scope and codes; document deficiencies.
Maintain audit-ready project files with photos, checklists, estimates, and sign-offs.
