Job summary

LEMOINE is seeking a Construction Manager for disaster recovery housing in the Tampa Bay area. You will coordinate residential repair and reconstruction projects across Hillsborough, Pinellas, and nearby counties, ensuring adherence to program policies, schedules, and federal requirements.

The role involves reviewing Xactimate estimates, supporting permitting, and managing general contractors to deliver audit-ready documentation and quality outcomes. Travel within Florida is expected.

Qualifications

• Bachelor's degree preferred; equivalent work experience considered.
• 7+ years of professional construction management experience.
• 5+ years managing CDBG-DR funded residential programs.
• Proficiency with Xactimate for cost estimation and scopes.
• Knowledge of HUD CDBG-DR regs, Davis-Bacon, Section 3, Green Standards.

Responsibilities

• Coordinate construction activities across Hillsborough, Pinellas and surrounding counties.
• Review cost estimates in Xactimate and verify CDBG-DR eligibility.
• Support permitting, plan reviews, and submittals to maintain schedules.
• Manage general contractors, ensure compliance and audit readiness.
• Prepare production schedules and tracking tools for execution.
• Conduct residential inspections to establish scopes and verify work.
• Track progress, address delays due to weather or scope changes.
• Ensure documentation is complete and audit-ready per program requirements.
• Collaborate with program management and client agencies on progress and changes.
