Job summary

Rincon Consultants, Inc. is seeking a Principal or Director, Stormwater & Watershed Sciences to lead and grow our CA construction and industrial stormwater quality services. This senior role focuses on client programs, SWPPP development, BMP implementation, and regulatory strategy.

The ideal candidate will be a strong seller-doer, providing senior technical leadership and growing a high-performing practice while mentoring staff and expanding relationships with public agencies and utilities.

Qualifications

• 15+ years of stormwater and water quality experience.
• Strong knowledge of California Construction General Permit and Industrial Permit.
• Experience leading large compliance programs with SWPPP, BMP inspections, sampling and reporting.
• Proven business development and client relationship skills.
• Experience leading multidisciplinary teams and managing budgets.
• Strong written and verbal communication with regulators and clients.

Responsibilities

• Lead and grow Rincon’s stormwater services through strategic business development and client program expansion.
• Serve as a senior advisor on NPDES and WDR requirements, compliance obligations, and regulatory challenges.
• Develop and expand programs involving water quality compliance, SWPPP development, inspections, monitoring, reporting, and corrective actions.
• Lead pursuits, proposals, scopes, budgets, and capture strategies for new and existing clients.
• Provide senior technical and program oversight to ensure quality, schedule, and client satisfaction.
• Build long-term relationships with public agencies, utilities, transportation and infrastructure clients, industrial operators, developers, and contractors.
• Mentor staff and support recruiting, team development, and consistent technical delivery across the practice.
• Collaborate across Rincon to connect construction and industrial stormwater with broader municipal and watershed programs.
