Job description

Access Services is looking to welcome a Senior Director of Residential Services to our Intellectual Disability and Autism division spanning the Delaware Valley, the Lehigh Valley, and the Schuylkill County regions.

They will direct, lead, and supervise Program Directors of Lifesharing, community group homes, and adult respite care, serving individuals with intellectual disabilities or autism spectrum diagnoses. The Senior Director will ensure Access Services residential programs are meeting all quality and compliance standards while partnering with Divisional leadership for growth and the implementation of new innovative strategies. These goals will be met by strong partnership with the Divisional Vice President to influence the development of Divisional leaders and to realize overall quality improvement.

Essential Functions of the Senior Director of Residential Services

  • Ensure regulatory compliance to include but not limited to Chapters 6100, 6400, 6500 across all residential programs.
  • Ensure and support service lined processes within program areas to maximize standardized processes and documentation.
  • Support and implement quality improvement initiatives by role modeling and supporting to train leaders to be creative, innovative, and hopeful.
  • Stay informed of trends, changes, and opportunities on a local and state level related to residential services.
  • Support residential services to train all staff and providers around risk and risk management and ensure consistent execution of risk management processes.
  • Update departmental policies and procedures as needed.
  • Seek to ensure that residential services are following standards of care and best practices and seeking to change and adapt to systemic changes.
  • Work with all administrative supports and other program areas to strengthen and improve the program.
  • Support and oversee the implementation and exercising of individual rights, individual plans, and behavior support plans.
  • Oversee and lead the clinical quality and behavioral services in the programs.
  • Pursue opportunity to integrate services toward improved outcomes and opportunities.
  • Ensure quality and performance outcome tracking.
  • Maintain and grow external relationships to drive partnership, opportunity, and advocacy.
  • Provide leadership and guidance related to problem solving and crisis resolution across all regional offices even when off site.
  • Actively engage in advocacy effort to support program funding, service implementation and program advancement.
  • Oversee documentation in Evolv, data collection and analysis, and digital systems adoption within residential services.
  • Attend and participate in relevant county, regional and state meetings.
  • Provide reports, statistics, and proposals to the service line Vice President.
  • Maintain flexibility and work remotely at all sites, as position needs demand.
  • Invest in leadership development and career development pathways for all staff in residential services.
Fiscal
  • Take lead role in budget development, budget analysis, and budget review meetings for residential services.
  • Direct and assist with budget, billing, and payroll related tasks for residential services.
Personnel Management And Staff Development
  • Directly supervise leadership in residential services.
  • Build cohesive teams that work collaboratively to further the mission, are value-driven, and assure quality, efficient service delivery.
  • Lead trainings related to supervision and leadership.
  • Maintain positive working relationships with internal and external customers.
  • Keep current in required professional development trainings.
  • Provide vision and direction to the program leadership.
Requirements
Employees must meet all qualifying and ongoing job criteria including background checks, physical examination results, and clearances.

Education: Bachelor's degree in a related field including human services, special education, psychology or social work required. Master's degree in related field desirable.

Experience: Five (5) years of supervisory and managerial experience in the non-profit human services field, specifically in relation to Office of Developmental Programs (ODP) programs, required.

  • Detailed knowledge of budget, state regulations (Chapter 51), and county systems.
  • Keen ability to plan, supervise, and direct the work of others.
  • Ability to exercise judgment and discretion in applying and interpreting laws, rules, and policies governing Access Services' services.
  • Ability to learn and use digital systems.

This position requires the ability to travel during the course of a normal workday to successfully carry out the expectations of this position including attending offsite meetings, providing services in the community, and providing service oversight and supervision if applicable. Therefore, employee will need to drive their personal vehicle and/or an agency owned vehicle to meet these expectations. Employee is expected to drive in a safe manner at all times, meet eligibility criteria outlined in our Motor Vehicle Policy.

Work Schedule and Location:
  • Monday through Friday during regular business hours, flexibility with schedule and availability to respond to emergency scenarios and team needs is required.
  • Regular presence with teams across all three regions with offices in Fort Washington, Bethlehem, and Orwigsburg is required.

Essential Working Conditions/Physical Demands
  • Utilize desktop computer equipment on a daily basis.

  • Routinely travel to offsite locations and regional office locations as necessary.
  • May require same physical and lifting requirements as an employee who regularly provides direct care should they be needed to assist.
