Job summary

The New York City Taxi and Limousine Commission (TLC) seeks a Director of Intergovernmental Affairs to serve as the agency’s principal liaison with elected officials, City Hall, other agencies, and community boards. You will shape TLC’s legislative strategy and ensure priorities are understood by city, state, and federal partners.

The role demands strategic judgment, strong relationship management, and the ability to translate policy goals into effective advocacy.

Qualifications

• A baccalaureate degree from an accredited college and two years of satisfactory, full-time experience related to the projects and policies to be studied in the position; or
• A satisfactory equivalent of education and/or experience.

Responsibilities

• Lead TLC's Intergovernmental Affairs strategy; align policy goals with City Hall, state/federal partners, and community boards.
• Review legislation, assess impact on TLC, formulate positions, monitor legislation, and advise officials.
• Represent TLC to elected officials; build trusted relationships and manage sensitive inquiries.
• Develop testimony, briefings, agendas, and messaging for hearings and interagency meetings; coordinate with leadership.
• Handle inquiries from elected officials’ offices and the public; address licensing issues.
• Participate in outreach events, communicate policies, and gather feedback from licensees and the public.
• Prepare memoranda on bills and topics; coordinate briefings with city/state/federal agencies and peers.
