Job summary

The Assistant Deputy Chief, Non-Revenue Fleet at Metropolitan Transportation Authority (MTA) leads enterprise governance, lifecycle planning, and strategic sourcing for the non-revenue fleet. It includes contract management, supplier oversight, and performance measures to optimize fleet utilization and total cost of ownership.

The role coordinates budget timelines with OEMs, standardizes specifications, and strengthens disposition, supply continuity, and zero-emission transition planning.

Qualifications

• Lean concepts applied to supply chain and procurement operations.
• Experience with ERP and business/Supply Chain systems.
• Ability to develop and execute roadmaps with KPIs.
• Excellent communication and interpersonal skills.
• Ability to work with all internal levels including MTA Board.
• Familiarity with external agencies and government procedures.
• Leadership experience managing professional/technical staff.
• Strong analytical capabilities and quantitative skills.

Responsibilities

• Lead enterprise governance, lifecycle planning, strategic sourcing and contract management for non-revenue fleet.
• Develop enterprise fleet replacement plan and standardize lifecycle specifications.
• Coordinate budget, OEM ordering timelines and total cost of ownership optimization.
• Negotiate high-value contracts and complex service awards with major suppliers.
• Counsel executive leadership on long-term category and department plans.
• Implement procurement policies, risk analysis and supplier qualification processes.
• Develop a climate of continuous improvement and manage staff performance.
