Job summary

The Department of City Planning (DCP) in New York City seeks a Senior Director of Enterprise Application Services (EAS) to lead multiple software teams delivering mission-critical applications on the .NET/C#/SQL/Azure stack, open-source platforms, and PaaS solutions including Microsoft Dynamics 365. The role reports to the CIO and champions modern, scalable, secure software delivery.

Qualifications

• Master’s degree required; three years in administrative/managerial/ executive capacity in applications development, systems development, data communications and networking, database administration, data processing, or staff supervision.
• Bachelor’s degree plus four years of progressive experience in IT roles.
• Four years of progressively responsible IT experience, with at least 18 months in admin/managerial/supervisory duties.
• Combination of education and experience acceptable per NY City rules; must include a four-year high school diploma or equivalent and three years of relevant supervisory experience.

Responsibilities

• Define and drive the enterprise application services strategy, roadmap, and architectural direction.
• Lead and mentor software engineering teams for custom apps, open-source solutions, and SaaS/PaaS platforms.
• Ensure architecture standards, governance, and secure development practices across teams.
• Oversee ALM/SDLC processes: requirements, design, development, testing, deployment, maintenance.

Education

Master’s degree in Computer Science or closely related field

Bachelor’s degree from an accredited college or university

Four years of progressively responsible IT experience

Three years of administrative/managerial/executive experience
