Job summary

Gateway Development Commission (GDC) seeks a Senior Director of Claims to lead the tracking and resolution of construction change orders, disputes and claims for the Hudson Tunnel Project. The successful candidate will perform independent claims reviews and detailed schedule delay analysis, manage negotiations, and provide strategic guidance across civil, structural, mechanical and electrical contracts.

Qualifications

• Bachelor's degree in Engineering, Construction Management, Business or related field.
• Minimum 10 years of experience in construction claims work.
• Experience with delay analysis techniques and productivity losses.
• Ability to interpret contracts, schedules and drawings.
• Experience in negotiations and claims resolution.

Responsibilities

• Perform independent claims review and analysis and conduct detailed schedule delay analysis.
• Analyze baseline schedules against an executed schedule to determine accuracy and delay impact.
• Analyze all alleged delay impacts and determine causation.
• Analyze escalation costs due to labor and material increases.
• Review documentation including contracts, schedules, pay apps, payroll, meeting minutes, correspondence, and change orders.
• Present written analysis and advice regarding claim issues for negotiations with contractors and other parties.
• Collaborate to develop claims resolution strategies and lead/assist negotiations as appropriate.
• Provide advice across projects in civil, structural, mechanical and electrical contracts.
• Manage preparation of reports, graphics, and abstracts of contracts.
• Represent GDC in dispute resolution settings including arbitration and mediation.
• Conduct site visits as needed and participate in contract close-out.
• Attend meetings with managers and contractors and coach staff to meet objectives.
