Job summary

ITnova seeks a Senior Developer/Architect to design and oversee robust architectures for a broad set of internal and external applications. The role emphasizes security, scalability, and hands-on leadership across the engineering stack.

You will drive SSO implementations, modernize legacy systems with cloud-native and containerization strategies, and ensure compliance with cybersecurity standards. U.S. citizenship is required.

Qualifications

  • TOGAF knowledge required.
  • Hands-on IS Architect certifications (CISA or CITA-Professional).
  • Experience with .NET Core and Java Spring Boot in enterprise apps.
  • Strong Spring Boot fundamentals and microservices design.
  • Familiarity with DevOps, CI/CD, Docker and Kubernetes.
  • Cloud Architecture Certifications (AWS/Azure/Google).
  • Proficient in building secure, scalable architectures.

Responsibilities

  • Architect, design, and document scalable enterprise solutions across DPSCS suite.
  • Lead SSO implementation using Okta and SAML; integrate with DPSCS CMS.
  • Provide hands-on development support for applications and IIS servers.
  • Modernize legacy apps with cloud-native, containerized approaches.
  • Collaborate with security, DBAs, and stakeholders for performance and compliance.
  • Maintain documentation aligning with enterprise IT and cybersecurity standards.

ITnova is seeking a Senior Developer/Architect to design and oversee robust, scalable, and secure architecture solutions for a broad suite of internal and external-facing applications. The ideal candidate will hold multiple industry-standard certifications and have hands‑on experience architecting, troubleshooting, and enhancing complex enterprise systems.

Duties and Responsibilities
  • Architect, design, and document Single Sign-On (SSO) Application Portal scalable and secure enterprise solutions across a suite of DPSCS
  • Provide hands‑on support and development assistance for applications including but not limited to:
  • Maryland Automated Guidelines System (MAGS)
  • Expungement Tracking System (ETS)
  • National Data Exchange System (NDEX)
  • Inmate Locator
  • DPP Online Training Program
  • Asset Tracking System (ATS)
  • Single Sign-On (SSO) Application Portal
  • Offender Watch Sex Offender Registry
  • DP Alert System
  • Mid‑Atlantic Regional Information Sharing System (MARIS)
  • Assist in building, configuring, and deploying IIS web servers for production and development environments.
  • Design and implement SSO (Single Sign-On) across internal application suites using Okta and SAML, including integration with the DPSCS Content Management System (CMS).
  • Lead the modernization of legacy applications through cloud‑native architecture and containerization strategies where appropriate.
  • Collaborate with stakeholders, developers, security teams, and database administrators to ensure compliance, performance, and reliability across systems.
  • Analyze existing systems to identify and resolve architecture, performance, or security issues.
  • Maintain documentation and ensure solutions align with enterprise IT and cybersecurity standards.
Required Skills/Certifications
  • Knowledge of TOGAF (The Open Group Architecture Framework)
  • Hands‑on experience with Information Systems Architect (CISA) or CITA‑Professional (IASA Global)
  • Demonstrated experience architecting and developing enterprise applications using both Microsoft (.NET/.NET Core) and Java (Spring Boot) technology stacks.
  • Experience designing and developing enterprise applications using Java and Spring Boot.
  • Strong understanding of Spring Boot fundamentals, including Dependency Injection, RESTful API development, and Microservices architecture
  • Familiar with DevOps practices, CI/CD pipelines, and containerization technologies (Docker, Kubernetes)
  • One or more Cloud Architecture Certifications, such as:
  • AWS Certified Solutions Architect – Professional
  • Microsoft Certified: Azure Solutions Architect Expert
  • Google Professional Cloud Architect
  • Programming Languages & Frameworks:
  • .NET / .NET Core
  • Web API 2.0
Preferred Skills & Attributes
  • Deep understanding of criminal justice and public safety systems, including integrations with federal (e.g., FBI/NDEX) and state‑level law enforcement systems.
  • Experience in government or regulated environments with complex compliance requirements.
  • Familiarity with DevOps practices, CI/CD pipelines, and containerization technologies (Docker, Kubernetes).
  • Strong verbal and written communication skills, with the ability to convey technical information to non‑technical audiences.
  • Ability to lead technical teams and mentor junior developers and engineers.
  • Highly organized, self‑motivated, and detail‑oriented with a strong analytical mind.
Technical Assessment

Candidates will complete a hands‑on coding assessment involving both React and Spring Boot applications. The assessment requires identifying and resolving defects affecting user authentication and SID‑based search functionality, demonstrating full‑stack troubleshooting, debugging, and problem‑solving skills.
