Job summary

EC Electric in Portland, OR is seeking a Design-Build Preconstruction Manager to lead front-end efforts from pursuit to handoff. You will oversee estimators, coordinate with clients and design teams, and guide budgeting, risk, and procurement decisions throughout project development.

The role requires 12+ years in electrical estimating/preconstruction with a strong track record in large design-build or design-assist projects and leadership of small teams.

Qualifications

• Bachelor's degree in Construction Management, Engineering, Business, or a related field.
• Minimum 12 years of progressively responsible electrical estimating, preconstruction, design management, project management, or field experience in commercial/industrial construction.
• Proven leadership of large design-build or design-assist pursuits.
• Experience with large and complex commercial/industrial projects and client relationships.
• Experience with Viewpoint software preferred.
• Comfortable managing a team of 2-6 people.

Responsibilities

• Lead complex design-build and preconstruction efforts from pursuit through project handoff, aligning scope, budget, schedule, and client objectives.
• Provide leadership, coaching, and mentorship to estimators and project team members while driving accountability, quality, and performance.
• Collaborate with clients, design teams, operations, subcontractors, and business development partners to achieve successful project outcomes.
• Lead design-build, design-assist, GMP, and conceptual estimating processes, developing accurate budgets, cost models, and pricing strategies throughout project development.
• Manage cost, risk, value engineering, constructability reviews, procurement planning, and cost reconciliation to support informed project decisions.
• Ensure seamless transition from preconstruction to operations by documenting assumptions, risks, procurement status, and project commitments.
• Develop and oversee complete, accurate, and competitive estimates, proposals, budgets, and negotiated project submissions.
• Analyze plans, specifications, contracts, and project documents to identify scope gaps, risks, constructability concerns, and cost impacts.
• Lead estimate reviews, subcontractor and supplier evaluations, quality control processes, and executive presentations of project recommendations.
• Drive continuous improvement through development of estimating standards, cost databases, quality control procedures, and preconstruction best practices.
• Monitor market conditions, labor trends, material pricing, and supplier capacity to provide strategic cost and procurement guidance.
• Support business development efforts through client presentations, project interviews, pursuit strategies, and RFQ/RFP responses.
