Qualifications

• 8+ years of experience on large, complex IT systems.
• 8+ years of eliciting requirements, writing user stories, and facilitating communication between stakeholders, developers, and teams.
• 8+ years with SDLC procedures and methodologies.
• 8+ years of stakeholder management and priority balancing.
• 8+ years in project governance structures, templates, and reporting.
• 8+ years of strong task management and multi-tasking in a cross-functional environment.
• 8+ years of multi-project leadership and meeting deadlines.
• 8+ years with Microsoft development platforms and software.
• 6+ years in Agile environments.
• 5+ years with ALM tools (TFS, VSTS, Azure DevOps, Jira, RTC).
• 5+ years with MS SQL Server Management Studio or other relational DB software.
• 3+ years in advanced information management practices and data modeling standards.
• Excellent communication with executives, managers, IT pros, and SMEs.
• Experience mapping processes, group facilitation, data gathering and analysis across project life cycle.
• Experience delivering software as part of an Agile delivery team.
• Ability to work under time constraints and adapt to changing priorities.
• Proficiency in MS Office (Excel, Word, PowerPoint, Visio).
• Ability to translate business needs into system requirement specifications.

Responsibilities

• Create, present, and maintain user stories, acceptance criteria, demos, and design docs in DHS-defined systems.
• Document, trace, prioritize, and assess changes to business processes and requirements.
• Collaborate with decision makers, systems owners, and end users to support core objectives.
• Research data, analyze problems, and advise on solutions.
• Query and analyze data to determine processing changes or redesigns.
• Advise on alternative methods and solutions with cost/benefit analysis.
• Work within an Agile framework focused on delivering value.
• Coordinate with IT teams to drive projects to completion.
• Facilitate requirements gathering, process mapping, data gathering, and analysis across project phases.
• Analyze strategy and user needs, convert to system specifications.
• Guide business case development for new apps and functionality, including cost/benefit and risk analyses.
• Focus on continuous improvement of processes and technologies.
• Collaborate with other Business Units to deliver enterprise value.
• Consult with executives to define business needs or problems.
